Cant delete downloaded file android

The answer to all of the questions is NO. They are downloaded files that are randomly sent by others in emails or may be saved in a cloud not in my control. I assume they have to be deleted in the cloud or there is an issue with settings. Any file I create on my android can be deleted in my control.
